A consumer declares "Debt Neutrality" and is then entitled to pay all of their consumer debts with no more interest rate charges, penalties or fees.

However, the consumer cannot be running up new debt at the same or higher amount as the debt they are paying off. 

None the less, being able to pay off existing consumer debt with no more interest rate charges, penalties or fees is a fair and just way to unburden tens of millions of americans who can only tread water on their existing debts because of the interest rate charges being assessed every month.

As it stands right now, there is 3 trillion dollars of consumer debt comprised of credit card and student loans that is costing americans 15 to 30 billion dollars A MONTH just in interest rate charges!
